We are delighted that a major mixed use project at Hanworth Road in the London Borough of Hounslow has been secured on Appeal.
The scheme for A2 Dominion and LocatED was subject to a major public inquiry (held over 10 days) and the resulting decision, from the Planning Inspector considering the case, strongly supported our client’s scheme.
The project will deliver a mixed-use scheme featuring a combination of educational and residential components. The focal point is the construction of a new Social Emotional and Mental Health (SEMH) school, named Wings Academy, designed to cater to 90 pupils aged 11-19 in the Hounslow and Ealing area. The school will cover an area of 2,553 sqm and include state-of-the-art learning and sports facilities, a Multi-Use Games Area (MUGA), and external teaching spaces. The academy’s focus is on providing a stimulating and high-quality learning environment for students with diverse needs, including gaps in knowledge, mental health issues, speech and language difficulties, and numeracy and literacy challenges.
The residential part of the development comprises three buildings ranging from 3 to 5 storeys, providing a total of 124 residential units (35.5% affordable), contributing to the housing needs of the London Borough of Hounslow. It will be car-free, with exceptions for blue badge parking on Clarence Terrace and Thompson Road. On-site parking will be provided specifically for the school’s requirements.
This scheme will make efficient use of an allocated brownfield site, with a focus on sustainability, with an 80% reduction in CO2 emissions and the inclusion of 252 cycle parking spaces for both residential and school use. The project also addresses accessibility concerns, allocating 10% of the new homes as accessible and adaptable for wheelchair users and individuals with physical and mental health needs. The development positive impacts to the area will include enhancements of the surrounding public realm and streetscape with upgrades to roads, and a new pedestrian crossing on Hanworth Road, new street trees, and landscape contributing to enhanced biodiversity. It will also increase natural surveillance, safety, and security, along with job creation during the construction phase and through the operation of the new school (projected to create 45 new jobs).
this decision fully validates the hard work undertaken by Rolfe Judd Planning and the rest of the project team for A2 Dominion and LocatED in developing this important scheme which will provide much needed SEMH school places for Hounslow and new homes including affordable homes
