Rolfe Judd Planning was appointed by the Max Barney Ltd (alongside Ruby Lucy Hotels) to drive forward the redevelopment of a historic two-storey post-war development spanning across eight historic plots within the heart of Lower Marsh, Waterloo.
Working closely with the council’s design and conservation officers the scheme evolved at pre-application stage to produce a striking architectural design, whilst respecting the fine urban grain of the Lower Marsh Conservation Area. Working with the Council at an early stage ensured a high quality, contemporary design and convinced the local authority and wider community that the right approach was taken to deliver a large, mixed used development.

Kyson Architects designed detailed proposals for the redevelopment of the site to deliver the first boutique hotel for hoteliers Ruby Lucy in the UK (79 beds) and approximately 1,250 sq.m of replacement retail accommodation across the ground floor.
Planning permission was secured for the scheme in 2017 and completed in 2019. A further hotel extension also secured planning permission in 2022 and if delivered would provide an additional 20 bed spaces along with new retail and office accommodation.
