A hybrid planning application has been submitted for the redevelopment of Southbury Leisure Park in Enfield, setting out a design-led framework for the long-term transformation of an underutilised leisure park into a connected, residential-led urban neighbourhood.
Prepared by Rolfe Judd Architects on behalf of The Royal London Mutual Insurance Society, in partnership with NEAT Developments, the proposals establish a comprehensive masterplan approach that places public realm, movement and long-term adaptability at the heart of the scheme.
The masterplan responds to the site’s existing condition as a largely inward-looking leisure park, currently dominated by surface car parking and fragmented uses. The proposals introduce a clear spatial structure organised around a new linear park and a sequence of civic and garden spaces, designed to improve permeability and create safer, more legible routes across the site.
Key pedestrian and cycle connections are strengthened, supporting everyday movement between Southbury Road, the leisure centre, Kingsmead Secondary School and surrounding neighbourhoods. Public spaces are arranged as a connected network rather than isolated pockets, helping to establish a coherent and welcoming neighbourhood structure.
The hybrid submission provides design certainty where it matters most, while allowing flexibility for future phases as the site evolves. The detailed element defines key public spaces, built form and landscape character, while the outline element establishes robust parameters to guide subsequent development.
Environmental performance is integral to the planning strategy. The proposals set out an all-electric approach, connection to the local district heat network, integrated sustainable drainage systems, and green and blue roofs. New planting and urban greening support biodiversity enhancement and contribute to improved microclimate and long-term environmental resilience.
The scheme has been shaped through ongoing engagement with London Borough of Enfield, alongside wider stakeholder and community consultation, ensuring that the proposals respond to local priorities and the area’s emerging role as a mixed-use placemaking location.
