23 Devonshire Place is a Grade II listed townhouse within the Harley Street Conservation Area in the City of Westminster. Constructed in the 1790s on what was formerly open parkland, the six-storey property forms part of the historic Harley Street medical quarter (housing specialist medicine and surgery since the 19th century). The site is also located in Flood Zone 1.
The building is currently in medical use across all floors. The proposals sought to enhance the quality and functionality of the facility by increasing the number of consultant rooms and upgrading the accommodation to meet modern healthcare standards. Minor external refurbishment works were also proposed.
Sustainability improvements form a key part of the scheme, including the installation of an external air source heat pump and new internal ventilation to improve energy efficiency and environmental performance. Given the building’s listed status, all interventions were carefully designed to preserve its historic fabric and architectural significance.
The development required both planning permission and listed building consent.
